Barriers to effective energy management and the impact of building services over design
Dr Darren Jones examines the barriers NHS organisations face in achieving effective energy management, from cultural challenges to technical constraints. Drawing on findings from his PhD research, he identifies both direct challenges such as financial pressures, organisational constraints, and poor data quality, and indirect barriers, particularly the overdesign of building services. Oversized heating, cooling, and ventilation systems are highlighted as a critical issue, as they operate inefficiently, inflate capital and maintenance costs, and ultimately divert resources away from patient care. Darren emphasises that excessive and uncoordinated design margins, applied across specification, design, and installation phases, often exacerbate the problem. A lack of communication between project stakeholders and reliance on incomplete or unreliable data further contribute to inappropriate system sizing. These factors hinder hospitals from meeting energy efficiency and carbon reduction targets, undermining the NHS commitment to a ‘net zero’ ambition by 2040. His session provides practical insights on aligning design ambition with operational performance to deliver sustainable outcomes.

Energy Efficiency: Saving £ Millions on a Shoestring
This session will share real-world insights from Cardiff Metropolitan University’s efforts to reduce energy consumption, carbon emissions, and costs. Earlier work at Cardiff Met demonstrated how understanding existing space use—rather than constructing more—avoided the need for more than £50M in previously planned new-build capital expenditure in the coming years, while revealing the disconnect between occupancy and energy use. The resulting “Halve the Half” initiative—bringing together a growing collaboration of professional and academic institutions - offers practical steps to reduce energy quickly across the built environment, while saving cost and carbon. Through implementing their drive to Halve the Half, Cardiff Met has significantly reduced consumption across every utility with minimal expenditure. Gas use fell by 22.3% in the last academic year, contributing to over £1M in utility savings compared to the previous year, with compounding cost and carbon savings ongoing. You’ll also hear how their next phase of work is set to nearly halve grid electricity consumption at their Cyncoed campus, creating headroom for the further electrification of heating.
